The Spokane Housing Authority is dedicated to increasing
safe, affordable housing and providing opportunities for persons
experiencing barriers to
housing in Spokane, Stevens, Pend Oreille and Whitman Counties.
The SHA accomplishes this mission through a broad range of programs and
"Tenant-based" rental assistance programs,
serving over 2,800 families
- the Section 8 Existing Certificate and Voucher program,
- City and County HOME, 2-year assistance programs,
- the HOPWA (Housing Opportunities for Persons with Aids) program.
"Project-based" rental assistance programs
- the SHA's Public Housing program, which serves 125 very low income
- SRO (Single Room Occupancy) Housing for homeless single adults,
- an SHA-owned 14-unit mixed-income housing complex,
- a six-unit pregnant and parenting teen complex.

people of low income
- Westfall Village (Family Housing) in the Hillyard area--22
50 two bedroom, 30 three-bedroom and 8 four-bedroom apartments, call
487-5244 for an application.
- Heritage Heights (Senior Housing) in the Hillyard area--62 one-
and two bedroom apartments, call 487-5530 to find out about the application
- Project ROAR (Reclaiming Our Area Residences) - Assists the 50 elderly
and/or handicapped residents in the Parsons Apartments, 108 S. Jefferson,
to enhance their environment within and outside of their apartment complex.
- Independent Family Futures (IFF) - Assists Section 8 participants
and public housing residents to attain economic self-sufficiency through
the provision of additional support services and the opportunity to establish
a savings account.
- Coordination and enhancement of
services in Eastern Washington.
HOUSING ASSISTANCE APPLICATION PLEASE NOTE: THE SPOKANE
HAS NO EMERGENCY HOUSING PROGRAMS. WAITING LISTS EXIST FOR ALL RENTAL
HOUSING ASSISTANCE AND UNITS.
Rental Housing Certificates and Vouchers for Rent Subsidy in Privately
Owned Rental Housing.
LONG WAITING LIST.
Waiting List is CLOSED except for persons/families in high
preference categories. Complex Preference System. Two-step application
process, one to get on the Waiting List and one for selection from the
Subsidized Rental Housing Owned and Managed by the Housing Authority.
OPEN WAITING LIST.
Shorter wait for 1 & 2 bedroom apartments for elderly and disabled
tenants at 108 S. Jefferson (Security, Social Room, Laundry, etc.) Longer
wait for 2, 3, & 4 bedroom houses for larger families. All households
qualifying for a federal preference accepted before those without preference
status. Screening process examines both eligibility and suitability.
COURT VIEW APARTMENTS
Non-subsidized; Rent Range: $285 to $325; Mixed Income Apartments
SHORT WAITING LIST.
Fourteen 1 & 2 bedroom units located at 1217 N. Madison. Screening
similar to that of Public Housing. Ask for Court View Application.
SRO MOD REHAB
Subsidized Apartments in Downtown Spokane for Homeless Single Persons
without children. Apartments have been recently remodeled. Social Services Available to all Tenants.

Low-cost Loft Apartments for Emancipated, Pregnant and Parenting
Teens Between the Ages of 16 and 18.

Rent Subsidy in Privately owned Housing within the Spokane City
||HOME Short waiting list. Comprised of recent SHA applicants who have a Federal Preference. Preference for the elderly, disabled,
minority-head of household, and families with 4+ members with 2 children under the age of 18, SAFAH, and the chronically mentally ill.
Rent Subsidy in Privately Owned Rental Housing in Spokane County
(Outside Spokane City Limits).
||HOME Waiting List Comprised of recent SHA applicants who have a Federal Preference. Preference for disabled, handicapped, elderly
terminally ill, families with earned income (more than 50% of family's
income from wages), families living in transitional housing and eligible
for SAFAH assistance, and families with 4+ members, with at least
2 children under the age of 18.
Housing Opportunities for People with AIDS. Rent Subsidy in private, Rental housing.
||Provides short and long term rental assistance, utility, deposit and mortgage assistance for persons with HIV/AIDS in 12 eastern WA counties.
